Akus Lawal Sponsors Kogi Tenancy Bill as Assembly Holds Public Hearing

The Kogi State House of Assembly has held a public hearing on the Kogi State Tenancy Bill, 2025, as part of efforts to provide a comprehensive legal framework for the regulation of tenancy relationships across the state.

The public hearing, which took place on Tuesday, 30 June 2026, at the Assembly Complex in Lokoja, brought together representatives of government ministries, departments and agencies, members of the Nigerian Bar Association, estate surveyors and valuers, civil society organisations, members of the press and other relevant stakeholders.

Delivering his welcome address, the sponsor of the Bill and member representing Ankpa I State Constituency, Hon. Akus Lawal, said the public hearing was designed to deepen participatory democracy by allowing stakeholders and members of the public to make meaningful contributions to the law-making process.

He thanked the Rt. Hon. Speaker, Honourable Members of the Kogi State House of Assembly, members of the Committee handling the Bill and all stakeholders present for their commitment to good governance and the rule of law in Kogi State.

According to Hon. Lawal, housing remains one of the fundamental necessities of life, while the relationship between landlords and tenants is an important part of social and economic life. He noted, however, that tenancy relationships are often affected by challenges such as arbitrary rent increases, unlawful eviction, excessive agency charges, prolonged disputes, exploitation of landlords and tenants, and delays in the administration of justice in tenancy matters.

He explained that these concerns motivated the sponsorship of the Bill, which seeks to safeguard the interests of both landlords and tenants while promoting harmony, certainty and access to justice in tenancy matters across Kogi State.

Hon. Lawal further observed that increasing urbanisation in major towns and communities across the state has made it necessary to introduce a modern legal framework that protects housing investments, preserves tenants’ rights and promotes peaceful coexistence between landlords, tenants and agents.

He said the Kogi State Tenancy Bill, 2025, seeks to clearly define the rights and obligations of landlords, tenants and agents; establish procedures for the lawful recovery of possession of premises; regulate tenancy agreements and notices; prohibit unlawful eviction, harassment and unfair practices; strengthen dispute resolution mechanisms; promote transparency and accountability in tenancy transactions; and foster harmony in landlord-tenant relationships.

The lawmaker said the public hearing provided an opportunity for stakeholders to scrutinise the provisions of the Bill, identify possible gaps and propose amendments that would enrich the proposed legislation.

He assured participants that every memorandum submitted and every contribution made during the public hearing would receive due consideration by the Committee in the discharge of its legislative mandate.

“As we deliberate, I urge all participants to be objective, constructive and guided solely by the overriding public interest, so that together we may produce a Tenancy Law that guarantees justice, promotes investment in housing, protects vulnerable persons and contributes meaningfully to the socio-economic development of Kogi State,” he said.

The proposed Tenancy Law is expected to provide clearer rules for tenancy transactions in Kogi State and create a more balanced legal regime for landlords, tenants and housing sector stakeholders.
